  Proposal on locations and content of U-Vision   Introduction

1.       As the increased students’ awareness towards the introduction of U-Vision, the following proposal is made after collecting opinions from students, including Hall representatives, representatives of Campus TV and Students’ Union and other full union members, with the aims to address the physical locations and the content of the U-Vision.

Rationale

2.       The intensity of televisions installed in campus is too high.  The information overflow is an annoyance to the students. Moreover, this will also destroy the campus atmosphere of HKU. It is rather repugnant to many students.

3.       U-Vision creates en enormous electricity consumption to the school. In long term, this also creates large amount of electronic wastes if the school replaces the obsolete televisions in the future. It is therefore strongly advised to reduce the number of television installed.

4.        As claimed by the school, the U-Vision is held with an aim to reduce the posters used in school. However, with the long filming hours of U-Vision (10 hours) every day. It creates noise and light pollution to students. It totally violates the environmentally friendly principles of organizing U-Vision program proposed by the school.

5.        Some of the proposed locations of televisions from U-Vision are close to those televisions of Campus TV (CTV), it will probably create noise nuisance 

6.        Some of the proposed contents provided by U-Vision are similar to those provided by CTV. It is worried that the duplicated content will reduce the CTV’s competitiveness.

7.        As mentioned in the previous meeting with the relevant university authority, U-Vision may invite students to help them produce some video clips. However, the content of students’ production may subject to the restriction of the university regulations. It is absolutely the limitation of students’ right to express.

Physical locations

8.        We strongly recommend the school to reduce the televisions installed by half. Presently, some of the locations proposed by school are so close together. Such a high intensity of televisions located in campus is rather unnecessary and duplicated.

Sun Yat-sen Place (Size: 100 inches) * Majority of students reject these 2 proposed locations. Those 2 locations should NOT install any televisions.

Global Lounge  
Knowles Building G/F * it is better to install 2 televisions in the ground floor in Knowles Building as people will enter the building in 2 ways.
Knowles Building 2/F  
K.K Leung Building G/F * All these locations are close to each other. It is suggested to reduce one television in K.K Leung Building. Secondly, there are some televisions of CTV located there. The noise created these televisions exasperates students.

Composite Building (K.Y. Lee Hall)

Main Building- footbridge to the 3rd floor of the main building( Dept of Chinese) * As main building is a historical building, the installation of televisions will strongly destroy the classical images of the building.

Shaw podium @ RHT * No television should be installed in Shaw podium. First, many students organization will organize events, it will affect their functions. Secondly, as a television of CTV is installed nearby, the noises created by 2 televisions is a nuisance.

 * Some of the places like Hui Oi Chow Science Building, James Hsioung Lee Science Building, Eliot Hall and May Hall, as NO television is installed there under U-Vision Program. * Since the Hawking Wong Podium is managed by the Students’ Union, the university should not infringe the autonomy of the students’ organization. Any installation of the televisions should subject to the approval of the students’ union.

9.        Locations of televisions installed in halls should be decided by the Hall SA. As the Hall SAs are students’ representatives and the end users of the hall, they know the best locations to install the televisions.

Content of the U-Vision

10.    The current proposed content of U-Vision is similar to that of the CTV; therefore, it is strongly advised that the U-Vision can film some activities organized by CEDARS rather than activities organized by students’ organizations.

11.    The school could invite some professors to film some educational videos for students.
