強烈譴責澳門政府無理拒絕陳文敏教授入境:

取消政治黑名單 保障基本人權自由 

 

    香港大學法律學院院長陳文敏教授於二月二十七日被澳門特別行政區以「保安理由」拒絕入境。原獲邀到澳門大學進行演講的陳教授是本港首位被澳門拒絕入境的學者,事件嚴重影響學術自由及交流。 我們對事件深表遺憾,並強烈譴責澳門設下「政治黑名單系統」。

 

    自從維護國家安全法被引入,許多香港泛民主派人士及記者先後被澳門拒絕入境,此舉嚴重侵犯言論、學術及傳媒自由,我們對澳門政府的行動深表遺憾,並對澳門入境政策欠缺透明度以致防礙出入境自由表示關注。 

 

    我們亦憂慮同類事件將來可能在香港發生。我們促請香港保安局局長李少光正視事件,立即採取行動與澳門當局直接交涉,以保障港人出入境自由。 

 

    我們認為,出入境自由不應因個人政治立場或背景而被限制,故我們要求澳門政府就此作出嚴正道歉及解釋,並確保同類事情不會再次發生。

Condemning the Macau Entry Ban on Professor Johannes Chan:

Pressing for the Abolishment of Political Blacklists

and the Safeguarding of Fundamental Rights and Freedoms 

 

Professor Johannes Chan Man-mun, Dean of Faculty of Law, was denied entry into the Macau Special Administrative Region last Friday for ‘internal security reasons’.  Professor Chan, who was scheduled for a speech at Macau University, is the first Hong Kong academic to be refused entry into Macau.  

 

We deplore the refusal of Professor Chan’s entry and regret the ‘black-listing’ system employed by the Macau Government.  We also fear that these will have severe repercussions on academic freedom and exchanges.   

 

We recall that since the introduction of the Region’s National Security Bill, a number of Hong Kong pan-democrats and journalists have been barred entry into Macau.  These are infringements of the freedoms of expression, academic exchange and the press, and we strongly regret the Macau Government for such acts.  

 

We are further concerned that the lack of transparency in Macau’s immigration policies will become prone to governmental abuse, thus impeding on the freedoms of travel and movement.  We fear that similar measures may be employed by the Hong Kong immigration authorities in future.  

 

We urge that Mr. Ambrose Lee Siu-Kwong, Secretary for Security of the Hong Kong Special Administrative Region, to deal directly with the Macau authorities, and to take immediate actions to resolve the matter.  

 

We thus demand a formal apology and an explanation from the Macau Government, as well as an assurance that no further individual, regardless of his/her political opinion or any other status, will in future be arbitrarily denied entry into the Region.
